Social media platform giants like Facebook, Twitter and Instagram (owned by Facebook) are being used by traffickers to advertise and promote their illicit products to the general public. Instagram is the most popular social media platform used by drug traffickers, who provide direct links to their illicit websites within the comments section of related posts. This session examined the current status of opioids and illicit drug markets across Canada and the United States and the role of organized crime in the illicit drug trade.

The use of privacy coins and sophisticated obfuscation techniques makes tracking and combating CSAM-related transactions particularly challenging for law enforcement. Darknet markets have shown a remarkable ability to rebound after major disruptions. The shutdown of Hydra, a dominant market, in 2022 caused a temporary decline in darknet market revenue. However, 2023 saw a resurgence, with total revenue climbing back towards its 2021 highs. Deep web a large segment of the Internet that requires some form of authentication to get in, spreading from password-protected websites to ultra-secure corporate datacenters storing invaluable data and intellectual property. Vast majority of the data residing in deep web is of a legitimate and lawful nature.

The products are promoted with the use of false claims such as “lose 10 kilos in 10 days ” or ” lose weight while you sleep” , and often require large advance payments or that you enter into a long‑term contract to participate in the program. They offer solutions where none exist or promise to simplify complex health treatments. Text message scams work in a similar way, but through a Short Message Service (SMS). Missed call scams start by scammers calling your phone and hanging up so quickly that you can’t answer the call in time. Your phone registers a missed call and you probably won’t recognize the number.

The report highlights that 2023 marked a record high for ransomware payments, exceeding $1 billion. Ransomware actors targeted high-profile institutions and critical infrastructure, including hospitals, schools, and government agencies. The prevalence of meth across the Prairies, coupled with the ongoing threat from opioids, has not only led to community safety concerns, but has also significantly taxed law enforcement resources. Despite these challenges, a number of law enforcement-driven initiatives have been undertaken to counter the illegal drug trade and organized criminal activity. Such initiatives include Project Riverbank, a multi-jurisdictional investigation that successfully intercepted large quantities of drugs, vehicles, weapons and cash from across the Prairies and into British Columbia. In Calgary, operation Daylight Initiative was introduced to reduce the supply and availability of meth, increase intelligence on its production and distribution and provide public awareness of its dangers.
